For folks trying to improve the state of housing in NYC, these problems with data are serious. Particularly in East Harlem, the close proximity of affordable apartments for rent near higher-priced apartments in the Upper East Side (UES) creates some confusion around the actual degree of rent burden affecting lower income residents.
